Juarez is a conflicted city lacking a city center. Safety comes with active plazas, streets, bars, restaurants, shopping, public events, civic spaces, markets, and housing. These programs work in concert with the Media Library programs to create a space that is always full of life. The multiplicity of programs defines a series of courtyards and plazas. The courtyards are inspired by the nearby ruins of Paquime. This organization turns the plazas and courtyards into a public stage full of life. Buen Puerto not only proposes a city center but a new identity for the city of Juarez.
